Shell, jointly with BP, owns the Sapref oil refinery in Durban. The refinery is the largest in southern Africa and causes many problems in the surrounding area: leaking pipelines, accidents and air pollution close to Durban’s residential neighbourhoods and schools. Incidents cause environmental damage and endanger public safety and health. Although Shell announced in 2006 that it would replace leaking pipelines, the problems have still not been addressed. In October 2006 a fire in the refinery caused respiratory difficulties and chest pain in Durban residents living close to the refinery.
