Pandacan - Philippines  Polluted oil depot


In Manila, Shell is trying to avoid carrying out the desire of the local population to close an oil depot located in the heavily populated Pandacan district, home to 84,000 people. This dangerous depot is nearby children’s playgrounds and water supplies.
Residents complain of the flames and the stench of the oil depot. There are strong indications that residents are being exposed to carcinogens. Scientific investigation has also shown a direct relationship between the proximity of housing to the depot and the amount of lead found in blood and damage to the nervous system of residents. But, according to the environmental certificate it has been issued, Shell is not required to monitor air quality. Neither are there plans to reduce hazards concerning the oil tanks.
Furthermore, Shell has been accused of corruption, and is alleged of having promised city officials gifts in exchange for signing a statement of support. In May 2006, therefore, local organisations together with Milieudefensie submitted a complaint to the Organisation for Economic Cooperation and Development (OECD) alleging that Shell has violated OECD guidelines for multinational enterprises.
