After 70 years of
service, in 1985 Shell closed down its oil refinery on Curacao.
A huge mess was left behind: chemical wastes in the Asfaltmeer (lake)
and the Schottegatbaai (bay) and an oil-polluted 20-kilometre long
reef around the island.
Shell washed its hands of the refinery and in 1985 sold it for one dollar to the government of the Dutch Antilles. A condition of the deal was that Shell was absolved from any and all responsibility for damage that the refinery had caused to health or the environment.
The Antillean government leased the refinery to Petreoleos de Venezuela
